Campaign : Contact a Crossbench Lord

"As you may be aware, the Welfare Reform Bill passed its second reading
 in the House of Lords and has now moved onto committee stage.

Last Wednesday, Lords tabled a “highly unusual” motion to send the bill to
Grand Committee, which will take place in side rooms, rather than a fully accessible
public room. The motion was voted through, 263 votes to 211, and the bill will now
be sent to the Grand Committee.

The main difference between a Committee and a Grand Committee is that no
votes take place during a Grand Committee. Therefore, amendments will not
be voted on individually. There is also no public gallery and less room for all
peers to attend at once.

The reasons given for taking this step were that a bill of this complexity would
block up the chamber and delay other bills. Also, that too many people would
want to take part in the debate and it would take up too much time. However,
It now appears that the Main Chamber will actually be sitting empty during Grand
Committee

Several Lords have stated their objections to this:

“There is a great deal of consternation that is being expressed by disabled
 people about this decision.
Noble Lords have received a number of e-mails. There is both a practical and
a symbolic significance to this decision. Disabled people feel that their democratic
right to observe the proceedings at the Committee stage is being severely curtailed
by any decision to take the whole of the Committee stage off the Floor of the House.
I think it is wrong . As well as this, we are now starting a week earlier than
previously announced - when some Lord's may still be on holiday - this is because
the recess dates were changed late in the day. I'm concerned also about my
fellow peers who are wheelchair users. Apparently we may be meeting in a
committee room upstairs, which is larger than the Moses Room, though
still far from ideal. It had already been accepted on this side that some of the
Committee stage should be taken in Grand Committee, but there are clauses
in the Bill that are highly controversial. It is not just about experts coming in;
it is about people who feel that their lives or livelihoods are at stake. “

“I am very concerned that we are debating a bill that has many aspects which
are yet to be finalised. This is a most unsatisfactory situation which many
people have expressed concern about. Yesterday matters were made worse
by the Coalition Government insisting that the bill is discussed in Grand
Committee and not in the Chamber of the House of Lords. It will make
scrutiny more difficult and cause real problems for members of the public
who want to come and observe proceedings.”

“I am seriously concerned about the ability of all noble Lords to participate
in the proceedings on this Bill. The noble Baroness has rightly drawn attention
to the shortcomings of the Moses Room. Those shortcomings are just as
apparent on the Committee Corridor. Several colleagues have told me in
clear terms that the rooms upstairs are not much better and that a lot of
furniture will need to be moved to facilitate those who have difficulty with
mobility and to enable lobby groups and those who are interested in the Bill
to participate and observe proceedings.”

Some also stated their approval:

“I would prefer that every bill were considered in Grand Committee. It avoids
votes at an early stage of examining the bill, the atmosphere is more intimate
and business-like and we can spend more time on the detail. It feels to me
like a more normal less stilted way of discussing an issue. The Education Bill
was on its 10th day in committee yesterday for example whereas in the Chamber
it would be rushed through more quickly. There is room to spread out one’s
papers on a table in front of the speaker, the Minister has his support team
of bill experts immediately behind him to consult and because it is not televised
there is usually precious little grand-standing and posturing. It is easier to
interrupt to question without it seeming rude. A technical bill like the Welfare
Reform Bill in particular is best examined outside the Chamber. Then it
returns to the Chamber for the important Report Stage when the
important votes are taken.”

We have three main concerns regarding this development:

• Firstly, access is poor. We are concerned that wheelchair users in particular
will be affected by this, not to mention members of the public who wish to attend.

• Secondly, we are still unsure if live streaming will be available allowing
campaigners like us and the general public to follow debates and scrutinise
them properly and democratically.

• Thirdly, amendments will not be voted upon in Grand Committee, all
amendments must be agreed upon unanimously. Just one objection can
 prevent any attempt to fix the faults of this bill.

We would like to urge you all to contact crossbenchers in the House of
Lords (details below) to express your own concerns over this development.
We suggest asking for live streaming so that we can at least see events as
they happen, not 3 hours later and, of course, raising your objections to
the bill so that the Lords understand how it will, as it currently stands, affect so many of us.

  1. There is also a SIGNIFICANT amount of the Bill That affects HOUSING and people sustaining their living. It affects Social Landlords with a potential rental stream disruption, affecting services to ALL social Tenants. I have far more on this. Theres a major objection to most aspects of the Bill from Housing Organisations and Housing Professionals, let alone Tenants Groups either larger consultatives, or individual tenant groups.   2. The government are very underhand and the bill has been passed im told in private and is being implemented by the civil service already hence people are receiving letters that their payments might be stopped next April as outlined by the bbc

    I think it to late for the lords they should have known full well months ago what was happening behind the scenes and it would be very foolish for them not to have known i have known so therefore they must have known my mp knows and has kept quite in order to not rock the boat

    I think at this time anyone believing anything coming out from the government would be very foolish indeed

  3. Shafted that's the word that comes to mind, by all.
    All in it together mp's lords, charities yes the charities. Cant be seen to upsetting the Govt or they would have done something a very long time ago.
    What pisses me off we all fell for it aint life so sweet. Not going to bother mailing, writing, phoning anyone, just gonna do my own thing and fxxx everyone else and by my own thing anything that makes money and illegal just like the whole feckxx lot of them

  4. Sadly the population for the most part is as dysfunctional as the politicians, media, bankers, fat cats… I cannot think of any cohort that’s not. There is no society, no vision, no direction, and no ambition within 20 years we will no longer have a United Kingdom either each part will go its own separate way. After that society with collapse into anarchy and extinction

  5. you have to remember that the lords and the vast majority of mp's are not affected by any cuts and never will be hence that is why they always sound so remote and always have done

    The only reason politics is so bad in the UK is because the people are so gullible and naive some would say they are just badly educated i think the truth be told they are in general just greedy and selfish to a level that is at an all time high

Many of them can be found in white collar professions where they are aided in their evil by the fact that most people expect certain classes of people to be trustworthy because of their social or professional credentials. Lawyers, doctors, teachers, politicians, psychiatrists and psychologists, generally do not have to earn our trust because they have it by virtue of their positions. But the fact is: psychopaths are found in such lofty spheres.

    They do indeed but the government aren't Psychopaths they are like they have always been and that's to destroy the lives of the vulnerable be it the many elderly who die each year through the cold and now it's the sick and disabled through the cuts
    They are overall like any other dictator but with a caring smile with Hitler he had a plan but with the UK governments theirs is not so much a plan theirs is just one of showing a caring face to the public while stabbing you in the back in private

    Hitler had a plan had he lived he would have been arrested for war crimes but death through the cold or expedited stress from the DWP/ATOS is just classed as unfortunate without any redress in law and yet over 10000 elderly deaths occur each year because of the cold and all the government can say is bad luck

    The caring face only comes out at election time but with times getting very tough were told by the government they will be beating us with the biggest stick they can find as we are classed as causing the recession don't forget yes i hear you say it was the bankers but David Cameron thinks not

    Politically if he killed us all off and closed down the NHS he would be quite prepared to spend the next ten years in opposition knowing that his master plan had been mastered at long last

    The EU is struggling in keeping going because they are desperate to support the vulnerable if it were not for us then financially things would be OK

    But as the unemployed are now also a burden things will be getting difficult for them as well it's a very serious problem has if handled badly the death rate of the sick and disabled will run into the thousands just like the elderly each year with the cold

    The uk is heading for a total breakdown with up to 10 million unemployed over the next few years if the EU does not redress this issue with Greece who must leave the EU if the UK is to survive at all
    If the EU continue to bail out Greece then the banks will fail at some point the money wont just wont be available for the sick and disabled they will have to live housebound as will of course will the unemployed

    Poverty is rife in Greece so I'm told Spain also in the history of the UK this is the worst situation possible and only the likes of mp's and higher rank are going to make it through

    As the USA president would say their are dark days ahead so your best bet is to "get out of town "

    I agree with much you say.
    The sick and disabled as we both are could indeed be seen as a burden however, we could also be seen as a precious and profitable commodity too with the right political and business model in place. Drug companies, all medical Professionals, manufactures of medical aids etc. (the list is long) are all heavily dependent on us for if we did not exist then neither would they. Other we cannot ignore the fact that other counties are actually doing well right now therefore there has to be something very wrong with our “model” to have brought us to this sorry state of affairs.
