Was the government sufficiently spooked by doctors demands to scrap it that their compromise is to change it a bit? Or are they afraid of the news of suicides getting out?<br /><br />If we knew this, perhaps there is a chance to scrap it entirely and come up with something better or just go back to the old testing system. It makes sense that those on the High rate of Care DLA should be exempt.
